Nance and Steve both win! Steve, you were close enough with your guess that it shaved ice from the big blocks, and Nance finished it by guessing it was a snow cone maker, early vintage style.
I was just astounded that they would make snow cones back in the days of the big ice blocks but this little gadget would shave and shape it perfectly. Just add sugar syrup, and there you have it.

I was astounded to, Sue. I had NO idea that snow cones were originally shaved by hand. What a job! I bet a freshly shaved snow coned was greatly anticipated and appreciated!
